Over the past several years a relationship has developed between NDC and the Xinjiang Civil Affairs. In December 2004 a group from NDC traveled to Xinjiang and was given a five city tour of various orphanages and social welfare programs through out the province. It was on this trip that we were first made aware of the Tacheng situation. It was also on this trip we first come to know Director Zhang who is director of the welfare section of Civil Affairs and oversees the orphan work for the Xinjiang antonymous region. We were immediately impressed with her integrity, leadership ability, and genuine concern. We experienced similar good impressions from the various civil affairs officials and orphanage staff who work under her though out the region. As is sometimes said, ¡°These are people we can really work with.¡±
This project in Tacheng is of particular concern to Director Zhang. At her request we recently returned to Xinjiang and traveled together with her to see first hand the circumstances of that region and explore what we might be able to do to help. We found the local civil affairs and social welfare staff very open and willing to work together with us and are keen on a long term relationship.
There are many worthy and needy projects that call for our attention. We can¡¯t do them all but we feel good about focusing on this one at this time. We see it as a wide open door; and invitation to come and make a difference.
